For principal contractors

One scope, one price, one accountable supplier

The buyer here is not the school. It is the principal contractor: the commercial director, the quantity surveyor, and the pre-construction bid manager. You carry the programme risk, and unmanaged ICT scope is a risk you do not need.

We take the whole ICT package as a single sub-contract, priced once, owned end to end. No coordination of multiple specialists, no scope gaps at the interfaces, and clear assumptions and exclusions from bid stage.

  • Structured cabling and active networking
  • Wi-Fi, server rooms, and hub rooms
  • AV, access control, CCTV, and digital signage
  • Telephony, visitor management, and devices
Named team

Charlie Baynes and Craig Bellord

Capital Programmes is led by a named team. Charlie Baynes, CEO and Founder, owns the programme; Craig Bellord, Head of Projects, leads Stages 3 and 4 and hands each scheme to a named Project Manager for delivery and handover.

How we deliver

Five design stages inside one engagement journey

Every scheme follows the same stakeholder engagement journey from Royal Institute of British Architects (RIBA) Stage 3 to Stage 7: 33 steps, each with named stakeholders, what we need before it starts, and what you receive. Five formal design submissions sit inside it.

1

Initial Design

On-site survey of the existing estate, review of the School Specific Brief, Small Power and Data Matrix (SPDM), programme and decant strategy, and a first design submission: topology, server and hub rooms, racks, Wi-Fi heat maps, AV scope and decant plan.

2

Proposed Design

Feedback incorporated, data zoning and port allocations confirmed with the client, and AV drawings developed for contractor markup.

3

Contracted Design

The accepted design, issued as the contractual basis for the ICT package. Changes after this point are formal variations with documented commercial impact.

4

Detailed Design

Configuration settings, virtual LAN (VLAN) structure, wireless controller and AV configuration, and integration with school systems, agreed in technical meetings with the client's ICT team.

5

Complete Design

Issued after practical completion. The as-built configuration of every system delivered, forming part of the operation and maintenance (O&M) submission and the handover package.

The journey runs from new project notification to release of the 12-month retention, with seven Project Action Meetings as the formal decision points. See the journey stage by stage or download the client version (PDF, 7 pages).

Compliance posture

Built for DfE construction frameworks

  • Spec 21 and Spec 25 compliance evidenced through structured submissions
  • SS5 ICT Equipment Summary, SPDM-driven zoning, network maps, and asset registers
  • Information produced to the project Information Standard, aligned to ISO 19650
  • Construction (Design and Management) Regulations (CDM) compliant, with risk assessments and method statements (RAMS) issued before any site work begins
  • Constructionline Gold for capital procurement
  • Engagement with the Department for Education (DfE) Education Technical Advisor
Beyond handover

Continuity into operation

After handover the school is under no obligation to stay with us. If it chooses to, it can draw on our wider capability beyond the build, from Hardware as a Service to Managed IT Services. Through RIBA Stage 7 we provide post-completion support visits, carry out a project evaluation with you and the school, and close the ICT package formally at the 12-month retention release. Where another provider takes over support, we brief them on the installed systems so the school is never between owners.
